parseBsDateText

Parse fixed-width date text back into its year, month and day, returning null when text is not that pattern.

Latin and Devanagari numerals are both accepted. Returns null when the length is not ten characters, a delimiter is in the wrong place, a digit slot holds something else, the month is outside 1..12, or the day is outside 1..32. Day 32 is allowed because some Bikram Sambat months run that long; checking the day against the real month length is the caller's job, via getTotalDaysInBsMonth.
